Rhubarb is an extremely rare small plush pet from 1983. The plastic hangtag is on top of his head. His collar is not included. It's a big part of the value, but he is otherwise very minty and in better shape than most that come up for sale. If I were going to keep him, I had planned to buy one in less-than-minty condition and take the collar from that one. Some look so worn and faded but this one is vibrant. The fur on the tip of his tail looks sparse but I think that's how it was made.
This is a vintage toy that's intended for adult collectors (not children).
